I think pictures and graphics make eBooks more pleasant to read, whether they are printed or not. However, you will need to adapt your layout and file for each distribution vehicle -- PDF, iBook, Kindle, etc. -- as each supports different text, graphics, and layout options. The easiest choice is to start with a PDF version and release the eBook in other formats later.
